01. Purpose & Preamble
As an authorized Scorer, Examiner, or Marks Entrant ("Examiner") for the Matigo Examinations Board ("Matigo Exams"), you are entrusted with confidential academic materials, live candidate scripts, marking guides, and sensitive assessment records.
The integrity, credibility, and fairness of mock examinations across Uganda depend directly on your uncompromising adherence to confidentiality, professional ethics, and assessment accuracy. This Examiner Confidentiality Agreement ("Agreement") sets forth the binding legal and ethical conditions governing your participation in physical marking sessions and digital marks entry.
02. Definition of Confidential Information
"Confidential Information" includes, but is not limited to:
- Assessment Materials: Examination question papers, marking guides, scoring rubrics, sample responses, and diagnostic keys before, during, and after examination sessions.
- Candidate Information & Performance: Candidate names, index numbers, individual paper marks, raw scores, aggregate grades, and academic strengths/weaknesses.
- Institutional Data: School performance summaries, school-level comparative figures, and internal board communications.
- Platform Credentials: Examiner login credentials, authentication tokens, and access rights to the marks-entry workbench.
03. Core Obligations & Standard of Conduct
3.1 Non-Disclosure
You agree that you will not at any time, directly or indirectly:
- Disclose, publish, distribute, photograph, reproduce, or transmit any Confidential Information to any third party (including students, parents, school administrators, or media outlets) without explicit written authorization from the Chief Examiner.
- Discuss candidate marks or school performance on public forums, social media channels (e.g., WhatsApp groups, X, Facebook), or informal academic gatherings.
3.2 Assessment Integrity & Zero Tolerance for Tampering
You warrant and agree that:
- You will award marks strictly in accordance with the official marking guide and standardized criteria established for the designated paper.
- You will not alter, inflate, deflate, or manipulate any candidate score on the basis of personal bias, institutional preference, favoritism, or financial inducement.
- Solicitation or acceptance of any bribe, gift, or favor in exchange for mark adjustments is strictly prohibited and constitutes an immediate criminal offense under Ugandan law.
3.3 Physical Script & Digital Security
- Physical Marking Sessions: Physical examination scripts must be handled with utmost care at designated marking centers and must never be removed from authorized custody without express written permission.
- Digital Marks Entry: You must enter marks directly and accurately into the Matigo Examinations Workbench. You will not share your login credentials or delegate marks entry to any unauthorized third party.
04. Assessment Locking & Finality
- Before submitting any assessment session on the platform, you must rigorously cross-check all entered paper marks against the physical candidate scripts.
- When you confirm and click "Lock & Submit to School", the assessment becomes an official, immutable academic record.
- You must immediately report any data entry discrepancy or technical error to the Chief Examiner before final locking.
05. Term & Survival
The obligations of confidentiality under this Agreement commence immediately upon submitting an application or accessing any marking materials and shall continue indefinitely, surviving the conclusion of any marking session or termination of your engagement with Matigo Examinations Board.
06. Remedies & Penalties for Breach
Any breach of this Agreement severely undermines the academic reputation of Matigo Examinations Board and participating institutions. In the event of a breach:
- Immediate Revocation: Immediate termination of examiner status and revocation of all portal privileges.
- Institutional Blacklisting: Notification to school authorities and permanent exclusion from future assessment and marking cycles.
- Legal Redress: Matigo Examinations Board reserves the right to seek injunctive relief, damages for reputational harm, and to report acts of corruption or data theft to law enforcement authorities.
07. Acknowledgment & Electronic Consent
By submitting an examiner application, registering on the platform, or checking the mandatory certification checkbox prior to submitting marks on the assessment workbench, you acknowledge that you have read, understood, and agree to be bound by this Examiner Confidentiality Agreement.
